TRAI likely to float a discussion paper on OTT players

The Telecom Regulatory Authority of India (TRAI) is considering floating a discussion paper on the over-the-top (OTT) companies, or providers of applications like WhatsApp and Viber. The discussion paper will focus on role of OTT players and operators allegations that such players are impacting their revenue by using their network.
The regulator aims to take a holistic view of role of OTT players in the telecom market, who are gaining prominence in the market by using telecom bandwidth but are not connected to the telecom industry, which is regulated by the authority.
